Choose Germany where there are two separate armed police forces?

Choose England, where there are no armed police, except for specialist units who take 20 minutes to arrive, brief, get authority and eventually draw their guns and a few rounds of ammo?

Indeed, although I would not argue for one moment that we should routinely arm the buggers here either.
