Hot off the presses, yet another proposal for forcing the majority to buy yet another licence to deal with a minority problem blown out of all proportion by the tabloids.

The proposals were outlined in a leaked document prepared by officials at the Department for Environment, Farming and Rural Affairs (Defra), titled Consultation On Dangerous Dogs.

It included the idea of a potentially costly “competency test” making dog owners prove they had the skills to handle their animals.

The confidential document stated that there had been “suggestions for a competency test for all or some dog owners, akin to the driving theory test”.

However, the paper also warned that the cost of establishing such a scheme was “likely to be prohibitive”.

It would have to be met by either charging for the test or introducing a dog licence fee.

The government completely fucks up one piece of legislation (1991 Dangerous Dogs Act enacted in response to tabloid hysteria) and now proposes yet another test/licence scheme undoubtedly backed by another army of licence inspectors.

And guess what? The little sink estate scrotes with the odd pitbull and rottweiller will certainly be buying their licences and taking their competency tests wont they?
